Participants in the international conference on Security in Central Asia in cooperation with the United States believe that the development of Kazakhstan's transit potential is possible only if Astana maneuvers between Moscow, Washington and Beijing. "Central Asian countries should conduct political and economic reforms within a decade, while Russia, the United States and China should stick to a policy of non-interference in their domestic affairs." In his exclusive interview on the situation in the post-Soviet space, philosopher Alexander Dugin estimates President Nursultan Nazarbayev's "Eurasian" policy as positive. "Nursultan Nazarbayev is a follower of the policy of integration within the CIS framework. He is committed to the model of a Eurasian union." Joint command-post exercises of the CIS armed forces, Rubezh-2005, are reportedly being held in Kyrgyzstan and Tajikistan.
