S. Shatalov, director of the Tax Consulting Services Department of PricewaterhouseCoopers, has written a new book, "Commentary on the Tax Code of the Russian Federation, Part I". In addition to the complete text of the first part of the tax code, the book contains detailed commentaries by the author, plus analyses of the latest changes in the code and their impact on taxpayers. Special attention was given to questions which are not answered by the tax code, or which are conflicting or left unclear. The book was written for economists, accountants, lawyers, auditors, tax officials, heads of enterprises and organizations, and also for students and instructors of economic and juridical institutes and universities. In the introduction of the book, Tax Minister of RF Alexander Pochinok said that "this is a very unique book about taxes, with the author_s position clearly expressed, with nontrivial comments, and useful recommendations. It was written by one of the best experts in the field. I do recommend reading the book." Sergei Shatalov was born in 1950, and graduated from Leningrad State University. From April 95 to November 97 he worked as Deputy Finance Minister of RF and was responsible for the development of the new tax code of the government. At present Mr. Shatalov is one of the leading Russian specialists in the field of tax laws and works at PricewaterhouseCoopers as director of consulting services in the field of taxation.
