The report prepared by this panel will be addressed to the European Commission, the European Parliament and the Council. After the European Parliament expresses its opinion on the nominations, the Council of European Culture Ministers considering recommendation of the expert panel may officially designate the applicant city as the European Capital of Culture not later than within three months.
