Joint declaration by the President of the Republic of Lithuania Valdas Adamkus and the President of the Oriental Republic of Uruguay Tabare Vazquez

Strengthening the historical bonds of friendship between the Oriental Republic of Uruguay and the Republic of Lithuania, the President of the Republic of Lithuania Valdas Adamkus made an official visit to the Oriental Republic of Uruguay on July 20-22, 2008, at the invitation of the President of the Oriental Republic of Uruguay, Tabaré Vázquez.

During the meetings held by both Presidents, reference was made to the existing excellent relations between both countries, and they confirmed the commitment of their Governments with the principles that constitute the milestone of the international relations system: sovereign equality of States, equality and self-determination of peoples, respect for human rights and peaceful settlement of controversies.

They agreed that peaceful settlement of controversies is an essential instrument for the strengthening of international peace and security and stated their commitment to democratic and fair international order, based on the primacy of international law, multilateralism and strengthening of international cooperation.

President Adamkus remembered with esteem the fact that Uruguay did not recognize the occupation of Lithuania, while President Vázquez referred to the significant contribution made by the Lithuanian immigration in the process of integration of Uruguayan society. In this context President Valdas Adamkus drew attention to the fact that, in 2009, his country celebrates the 1000th anniversary of the first written mention of the name of Lithuania.

Both Parties expressed their desire to initiate negotiations for the creation of a regular consultations mechanism between the two countries, as well as expressed their wish to further develop the relations.

They undertook to further co-operate in promoting the development of trade and investment between our countries, to secure favorable conditions and to prevent and remove obstacles to cooperation in these areas by improving the existing legal mechanism between the two countries.

They undertook to promote co-operation in culture, education, tourism and sports, especially using the potential of the Lithuanian community in Uruguay. Likewise, they expressed their will to exchange information regarding support policies for their compatriots residing abroad.

They agreed that the United Nations Organization should implement reforms to allow a more efficient co-operation, based on the strengthening of the multilateral system and the action of all its members on a sovereign equality level to allow greater capacities to face nowadays challenges and dangers.

Both Parties expressed their commitment to the central role of the UN in the coordination of efforts against international terrorism and other threats.

The Presidents expressed their satisfaction with the European Union-Latin American and Caribbean Summit (EU-LAC), held on May 15th and 16th 2008, and underscored interest of their Governments to proceed, in a positive way, with negotiations for the conclusion of the EU–Mercosur Association Agreement.

Both parties reaffirmed their commitment to the development of a sustainable environmental policy, particularly in relation with climatic change.

They especially agreed on the need to develop a multidimensional approach that guarantees environment protection, within the framework of a wide sustainable human development. They agreed as well in the need to analyze the political and economic dimension of the environmental protection measures with a view to guarantee sustainable environmental practices.

As regards human rights, they committed themselves to renew their efforts at the international level and in particular, in the United Nations Human Rights Council in order to promote and encourage respect for human rights and fundamental freedoms for all.

President Valdas Adamkus and President Tabaré Vázquez. expressed satisfaction with the opportunity to hold a dialogue and contribute to bringing the peoples of Lithuania and Uruguay closer together, and pledged to continue working for the intensification of the bilateral relationship in the most different fields for the mutual benefit of both countries.
