Latvian Prime Minister Aigars Kalvitis said the Latvian Foreign Ministry has knowingly proposed a draft interstate declaration which cannot be accepted by Russia.
Kalvitis admitted in an interview on Latvian television on Thursday that Latvia would like a border agreement to be signed separately from an inter-state declaration.
"We have failed to get an agreement signed without a declaration. It was our goal to ensure the signing of an agreement alone. Russia also has realized, that the chance of signing a declaration in combination with a border agreement would be very slim, since the two countries would fail to come to terms. So, if we sign anything, we'll only sign a border agreement without any declarations," Kalvitis said.
