“Our thoughts and prayers go out to you. We wish the people of Germany to gather strength when surviving this tragedy,” the Minister's letter reads.
In the western German city of Duisburg on 24 July, a stampede killed at least 19 people after mass panic broke out in a tunnel at an overcrowded festival entrance gate.
