Bosnia-Herzegovina May Not be Invited to Join NATO Peace Program

NATO Secretary-General Jaap de Hoop Scheffer says it is unlikely Bosnia-Herzegovina will be invited to join the alliance's Partnership for Peace Program in the immediate future.
Mr. de Hoop Scheffer said Monday Bosnia's moves toward defense reforms are commendable. But he described as inadequate the country's cooperation with the International Criminal Tribunal for the former Yugoslavia in The Hague.
The international community has been pressing Bosnia to arrest former Bosnian Serb leader Radovan Karadzic and his military chief General Ratko Mladic, who were indicted for their roles in the Balkan conflict of the early 1990s. Mr. Karadzic is believed to be in hiding in the Serb-run part of Bosnia.
The Partnership for Peace offers NATO cooperation with non-member countries without providing them with alliance security guarantees.
