Estonia Refuses to Appeal to the European Court on the Behalf of Chechnya.

President of Estonia Lennart Meri refused to consider the Chechen representative_s proposal to file a suit against Russia in the European Court of Justice on Human Rights. The suit was supposed to concern Russia_s actions in the Northern Caucasus. But President Meri thinks that the question is not in his authority.
