Romania votes on right to private property

Romanians began voting Saturday on whether to approve a new constitution that would guarantee private property rights and allow foreigners to own land - new measures the government says will help the country's efforts to join the European Union. Few people showed up Saturday to cast ballots in the two-day national referendum on a chilly and overcast day. By 8 p.m. (1700 GMT), about 10 per cent of the country's nearly 18 million eligible voters had voted, the national election office said.
