“Sociumas”: the New Issue

Internet is the worldwide translations mean that lets transmit information, cooperate and assist to individuals and their computers not depending on their geographically limited position. Internet has appeared not so long ago; but during its short life its usage was promptly widened from the group of scientists to the global infrastructure covering millions of users and milliards of dollars. But another brand of Internet and growth of technologies concerning it must not be forgotten, too. In spite of the prompt growth of Internet, total percentage of its users in the world-wide scale is very low, Internet is available only for approximately 200 millions dwellers out of 6 milliards population of the planet, that’s why almost 97% make up “digital third world”. Is the human being the most perfect in the world? Perhaps the day when the new information technologies- creation of the human hands, will leave its creator behind is not very far. As global network enables interaction in spite of physical distances, new type of communication and new type of deviance in the computer networks is characterized by the fact that it oversteps the borders of separate countries and becomes global problem.
